EXTRAJUDICIAL KILLINGS: DCI Kinoti Puts ‘Hessy Wa Dandora’ On Notice

Directorate of Criminal Investigation (DCI) boss George Kinoti and Director of Public Prosecutions (DPP) Noordin Haji wants Hessy ‘group’ investigated.
The vigilante-like ‘group’ operates in Eastlands part of Nairobi, claims to be police officers intent on fighting crime in the city.
The group has been killing and sharing images of their victims on social media pages.
DCI Kinoti said he “does not know who these hessys are”, promising to investigate their work.
The DPP further stated that he will write to Inspector General of Police (IG) Joseph Boinnet to take action on the ‘Hessy’ group, which kills supposed criminals in Dandora, Kayole and other areas in Eastlands area.
The duo urged residents to help security agencies in identifying criminal elements in the area, as they assured of protection.
In November last year, in an interview conducted by a local TV station, IG Boinnet denied that Hessy consisted of officers from the National Police Service. A claim to which Hessy responded by posting on his FaceBook page, ‘I’m a civilian with great interest in matters of security, kindly get satisfied with that or if I may ask, what did you expect the IG to say?”.
Kinoti and Haji were speaking at community dialogue organised by the Police Reforms Working Group, the Justice Center Working Group and DPP’s office in Kayole, estate, Nairobi.
