Corrupt KNBS still holding enumarators' payments

Three months after the completion of the much hyped census exercise, The Kenya National Bureau of Statistics (KNBS) is still holding payments of some of the enumerators who took place in the exercise.
Cnyakundi.com continues to receive complaints from Kenyans concerning the delayed payments.
In the latest complain sent to Cnyakundi.com, a University of Nairobi student is crying foul laying the fact that she went out of her way to take part in the exercise to get some monies to pay for their school fees as addressed in their message to us.
Here's her complain,
Good Evening Sir.
My name is (name withheld)
I am a student at the University of Nairobi.
During the month of August, I took part in the National Census as an Enumerator.
However, it is quite sad that until now I have not received payment. The County Statistics Officer has been giving us false hopes and information. At this rate my friends and I have given up hope on receiving payment.
We signed up for this job because we are really in need of money. Not even for the purpose of buying clothes, luxuries etc but for my our school fees.
We feel that we have not been treated well by the government. Kindly, all I ask from you is that you intervene for us and you air our grievances. The youth of Meru County is crying out for help.
