On May 4, 2020, a court ordered a former CEO of the Kenya Meat Commission (KMC) to refund Sh11.5 million to the agency.
The money was withdrawn by the CEO, Ibrahim Haji Isaak, to procure livestock to supply canned meat to the Kenya Defence Forces (KDF) in Somalia in 2012.
However, the CEO failed to account for the funds, leading the court to conclude that he had dishonestly spent the money without proper accountability, an act of fraud and breach of public duty.
According to the court, Dr. Isaak was the joint signatory to KMC's First Community Bank account and had withdrawn the money with the approval of the bank's head office.
Despite his claims that he needed to urgently supply beef to a client based in Dubai, the Ethics and Anti-Corruption Commission (EACC) said Dr. Isaak did not attach any documentary proof that he spent the money for the intended purpose.
