Council of Governors Disputes Treasury's Ksh. 50 Billion Disbursement Claim

On September 18, 2019, the Council of Governors (COG) responded to Treasury's claims of disbursing Ksh. 50 billion to counties, stating that no money had been disbursed.

According to a press release by COG Chairperson Wycliffe Oparanya, the Treasury's claims were 'uninformed remarks' that painted the governors as unresponsive to the suffering of the common citizen.

Oparanya emphasized that money can only be disbursed to County Governments once the County Allocation Revenue Act (CARA) is approved and a disbursement schedule is gazetted to facilitate approval of withdrawal.

The Ksh. 50 billion allocation was in line with the implementation of the Division of Revenue Bill, which was signed into law by President Kenyatta on September 17, 2019.

COG's swift response came despite allegations of serial misappropriation of funds by some county bosses, with Governors accused of misusing and stealing funds meant for development projects.
