On September 11, 2019, the Kisumu County Assembly descended into chaos as members voted to remove Speaker Onyango Oloo from office due to his involvement in a Sh4.1 million graft case at the Lake Basin Mall.

The decision was made after Deputy Speaker Roy Samo attempted to adjourn the House to discuss how to replace Oloo, but was ejected from his seat and a fight ensued, leaving some sergeant-at-arms injured.

North Kisumu MCA Elisha Oraro was chosen to act as speaker in Oloo's place, but the situation remained tense, with two MCAs taking over the sergeant-at-arms job.

The MCAs argued that they could not allow Oloo to continue serving as speaker until he was cleared of corruption charges.

The meeting was eventually chaired by Nominated MCA Invioleta Adhiambo, but the incident highlighted the deep-seated concerns over corruption within the county assembly.
