Zanzibar launched its Digital Transformation Policy on Tuesday during the Tech & AI Expo Zanzibar 2026, positioning technology as a catalyst for economic inclusion. The initiative, developed with support from the United Nations Capital Development Fund (UNCDF), seeks to integrate digital innovation with financial access, entrepreneurship, and job creation. Speaking at the event, UNCDF Resident Representative in Tanzania, Mr. Shigeki Komatsubara, emphasized that digital transformation's true value lies in its ability to enhance livelihoods, particularly for marginalized groups. He highlighted the policy's focus on empowering Micro, Small, and Medium Enterprises (MSMEs) and creating opportunities for women and youth.\n\nZanzibar President Dr. Hussein Ali Mwinyi underscored the need for a holistic digital ecosystem beyond infrastructure, stating that sustainable economic growth requires collaboration across sectors. The policy aligns with the EU-funded Tanzania Inclusive Digital Economy (TIDE) Programme, which has supported Zanzibar's digital strategy since 2023. Mr. Komatsubara noted that the next phase involves translating digital ambitions into tangible economic opportunities, ensuring equitable access to technology and resources.\n\nThe policy addresses gaps in digital literacy, financial inclusion, and private-sector engagement, aiming to reduce disparities in Zanzibar's economy. By prioritizing MSMEs and youth employment, the framework reflects a broader push to leverage technology for social and economic development.
