Kampala, Uganda – The Ugandan oil and gas sector celebrated the legacy of Ernest Rubondo, former Executive Director of the Petroleum Authority of Uganda (PAU), at a farewell event recognizing his four decades of service. The gathering, attended by former and current Energy Ministers, government officials, industry leaders, and international partners, underscored Rubondo’s pivotal role in advancing Uganda’s petroleum sector from its nascent stages to the brink of commercial oil production.
Rubondo’s career, which began in 1984 as a Geological Assistant in the Ministry of Energy and Natural Resources, saw him rise to lead the PAU, a position he held until his retirement. His leadership was credited with strengthening regulatory frameworks, fostering national participation, and attracting investments that positioned Uganda as a key player in Africa’s emerging oil markets. The event featured heartfelt tributes from colleagues, mentors, and industry stakeholders who emphasized his integrity, vision, and dedication.
Proscovia Nabbanja, CEO of the Uganda National Oil Company (UNOC), recalled her early career under Rubondo’s mentorship. “He instilled in me the values of integrity, discipline, and service,” she said, citing his advice to “go shine and make us proud” as a guiding principle. Nabbanja praised his ability to inspire through humor and unwavering encouragement, noting his influence on her professional journey.
Dr. Fred Kabagambe-Kaliisa, Presidential Advisor on Oil, Gas, and Minerals, shared a 1995 anecdote illustrating Rubondo’s resilience. During a perilous expedition on Lake Albert, where a team’s boat drifted into the Democratic Republic of Congo, Rubondo maintained optimism, urging colleagues to stay positive despite the uncertainty. Kabagambe-Kaliisa described him as a “focused, resilient, and determined professional” who thrived in challenges.
International partners, including Norway, the UK, and the US, sent messages commending Rubondo’s professionalism and commitment. Lynda Biribonwa, Chairperson of the PAU Board, highlighted his visionary leadership in transforming the Authority into a respected regulator. “The governance systems and institutional culture he built will sustain Uganda’s petroleum sector’s growth,” she said, emphasizing his legacy of excellence.
Rubondo reflected on his career, expressing gratitude to President Yoweri Museveni for his support. “His guidance enabled the sector to navigate turbulent times,” he said, acknowledging the president’s role in fostering stability. He also stressed the importance of preparing future leaders to uphold the values and systems he helped establish.
Minister of Energy and Mineral Development Dr. Monica Musenero Masanza urged the next generation to address critical questions about Uganda’s petroleum-driven economic transformation: “Where is the money? Where are the industries? And where is the energy?” As Uganda approaches its First Oil milestone, Rubondo’s contributions remain a cornerstone of the sector’s development, ensuring his legacy endures for years to come.
