The Federal Mortgage Bank of Nigeria (FMBN) is advancing N8.3 billion in National Housing Fund (NHF) mortgage applications for Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) staff, as part of the Federal Government’s ‘Renewed Hope Cities and Estates Programme.’ This initiative, which includes housing allocations in Abuja, Kano, and Lagos, was highlighted by FMBN Managing Director Shehu Usman Osidi during the distribution of allocation letters to beneficiaries in Abuja. Osidi revealed that NMDPRA staff have subscribed to 359 units at Karsana, Abuja, and 14 at Janguza, Kano, while 197 NHF mortgage applications valued at N8.3 billion are being processed for submission. CityCode Mortgage Bank is facilitating the applications, with FMBN providing financing to eligible applicants. The program underscores institutional partnerships in addressing Nigeria’s housing finance challenges, with FMBN also offering a N100 billion off-taker guarantee and N19.9 billion in direct funding for the Karsana project to ensure developer confidence and worker access to completed homes.

The Renewed Hope programme, involving the Federal Ministry of Housing and Urban Development, FMBN, Family Homes Funds Limited, NMDPRA Staff Cooperative Society, CityCode Mortgage Bank, and private developers, has already issued 430 allocation letters to NMDPRA staff. Housing Minister Muttaqha Rabe Darma emphasized the government’s commitment to expanding affordable housing, announcing plans for a social housing scheme targeting 100 units per Local Government Area. He called for interagency collaboration to enhance housing delivery, citing the NMDPRA project as a model for linking construction with mortgage finance. FMBN’s broader strategy includes initiatives like the Diaspora Mortgage Loan and planned Rent Assistance Product, aimed at diversifying housing solutions. Osidi noted the bank’s focus on developing financing channels to meet evolving housing demands through partnerships with developers, employers, and cooperative societies.

NMDPRA Chief Executive Rabiu Abdullahi Umar described the housing initiative as a milestone for the authority and its employees, praising the collaboration with the housing ministry, FMBN, and partners. Beneficiaries are now working with the NMDPRA Staff Cooperative Society, CityCode Mortgage Bank, FMBN, and developers to finalize mortgage documentation. The immediate goal is to convert the N8.3 billion mortgage pipeline into completed transactions, while the programme’s long-term vision seeks to align housing construction with institutional demand and sustainable mortgage finance. This effort reflects a strategic approach to overcoming financing constraints in Nigeria’s housing sector, leveraging public-private partnerships to expand homeownership opportunities for workers and broader communities.

The NMDPRA housing arrangement is part of a larger trend of institutional partnerships aimed at addressing Nigeria’s housing deficit. With FMBN’s role in structuring financing and the government’s push for social housing, the initiative highlights the potential of targeted programs to stimulate mortgage markets and improve access to affordable homes. As the project progresses, it may serve as a blueprint for similar efforts across the country, emphasizing the importance of coordinated action among stakeholders to achieve national housing goals.
