Samir Suleiman Shahbal, son of Mombasa businessman and politician Suleiman Shahbal, has taken over as the interim leader of The New Democrats Party in a major reshuffle of its top officials.
The changes were announced through a Gazette Notice dated September 18, which moved Samir into the Party Leader position while David K. Sudi, who previously held the position, became Deputy Party Leader in charge of the party.
The changes were made under Section 20 (1) (c) of the Political Parties Act, with members of the public given seven days to submit written objections to the Registrar of Political Parties.
Samir Shahbal Steps Into Party Leadership ¶
Samir's appointment marks a more prominent entry into national party politics after he joined Siaya Governor James Orengo's political and technical team in June.
Orengo described Samir at the time as bringing technical expertise and strong links to Mombasa and the wider Coast region. His involvement in politics has therefore extended beyond his family's business interests and into political organisation and strategy.
Outside politics, Samir has been involved in his family's real estate ventures, including the Buxton Point housing project in Mombasa.
The latest appointment places him at the centre of The New Democrats at a time when political parties are already reorganising ahead of the 2027 General Election.
Appointment Follows Shahbal's Mombasa Governor Stand ¶
Samir's elevation comes against the backdrop of his father's increasingly active political plans in Mombasa.
Suleiman Shahbal has maintained that he will contest the Mombasa governorship in 2027 despite President William Ruto publicly advising him to concentrate on business and investment. Shahbal has rejected the advice and said he intends to remain in the race.
Shahbal has also left the Orange Democratic Movement after indicating that he did not expect to receive the party's ticket and has said he is preparing a new political vehicle for the 2027 contest.
His political position adds significance to Samir's new role, although the Gazette Notice itself does not state that the appointment is connected to his father's gubernatorial ambitions.
TND Reshuffles Other Senior Officials ¶
The changes at The New Democrats extend beyond Samir's appointment.
David K. Sudi has moved from Party Leader to Deputy Party Leader in charge of the party, while Francis Kariuki has taken over as Deputy Party Leader from former office holder Jimmy Kibaki, son of the late President Mwai Kibaki.
The party's official website previously listed Sudi as Party Leader and Kibaki as Deputy Party Leader, although the latest Gazette Notice reflects the new leadership structure.
The reshuffle gives Samir a formal position within a registered political party as political activity intensifies ahead of the 2027 elections.
A New Political Role For Shahbal's Son ¶
Samir's move also highlights the growing involvement of younger members of established political and business families in Kenya's political organizations.
His background combines business interests, technical work, and recent political involvement, while his new position gives him direct responsibility within a national political party.
For The New Democrats, the leadership changes represent a significant reorganization of its top ranks. The party describes itself as an alternative political movement focused on governance and new leadership.
The public now has seven days from the publication of the Gazette Notice to raise any written concerns with the Registrar, after which the new leadership structure will face the next stage of the party's political work.
