Paris Saint-Germain president Nasser Al-Khelaifi is facing a fresh legal investigation in France, putting renewed scrutiny on the powerful Qatari executive’s overlapping roles in football, broadcasting, and corporate affairs.
The Paris prosecutor’s office has opened a preliminary investigation into suspicions of illegal conflict of interest linked to the 2024 negotiations for Ligue 1 broadcasting rights.
At the centre of the investigation is a question that goes beyond football. Al-Khelaifi was simultaneously president of PSG, chairman of beIN Media Group and a member of the board of the French Professional Football League, LFP, when the broadcasting rights were being negotiated.
Anti-corruption organization Anticor raised concerns over whether those overlapping positions created a situation in which Al-Khelaifi could influence decisions involving a company he headed. French authorities subsequently referred the matter to the financial anti-corruption police.
Al-Khelaifi denies wrongdoing, while his lawyers maintain that he has always acted independently and objectively.
Broadcasting Rights Put Al-Khelaifi Under Scrutiny ¶
The latest investigation centres on a meeting involving Ligue 1 representatives and Al-Khelaifi in July 2024 during a chaotic period for French football broadcasting.
The league was searching for a new television rights arrangement, with beIN Media among the broadcasters involved in the negotiations.
According to reporting on the investigation, Anticor alleged that Al-Khelaifi’s simultaneous positions could have allowed him to influence the LFP’s decision in favour of beIN.
BeIN ultimately secured a Ligue 1 package worth €100 million, while DAZN obtained another package. The negotiations came during a period of intense uncertainty over the future of French football’s domestic broadcasting revenues.
The investigation does not establish that Al-Khelaifi improperly influenced the outcome. That is precisely what French investigators are now examining.
His camp has rejected the accusations and argued that the agreement had the support of clubs and representatives within Ligue 1.
The Power Of Multiple Positions ¶
The controversy exposes the extraordinary concentration of influence surrounding one of European football’s most powerful executives.
Al-Khelaifi is not simply the president of PSG. He also heads beIN Media Group and has held senior positions within football’s governing structures.
That combination creates a potential governance problem whenever commercial decisions involve organisations connected to his other positions.
The latest investigation therefore focuses less on whether PSG benefited directly from the broadcasting deal and more on whether Al-Khelaifi’s various positions created an improper conflict when the LFP was deciding how to distribute valuable television rights.
The distinction matters because an investigation into suspected conflict of interest is not the same as a finding that wrongdoing occurred.
Fresh Probe Adds to Legal Pressure ¶
The new investigation comes after Al-Khelaifi was placed under formal investigation in February 2025 in the separate Lagardère case.
French judicial authorities accused him of complicity in alleged vote buying, interference with voting freedom, and abuse of power in connection with a 2018 shareholder dispute involving the Lagardère Group and Qatar Holding.
The case concerned allegations that Al-Khelaifi helped Arnaud Lagardère secure support from Qatar Holding during a shareholder battle.
Al-Khelaifi has denied wrongdoing, while Qatar’s sovereign wealth fund has also denied improper conduct and said he had no substantial role in the matter.
The Lagardère proceedings are separate from the latest Ligue 1 broadcasting investigation.
Earlier World Athletics Case Ended ¶
Al-Khelaifi has also faced scrutiny in an earlier case involving allegations surrounding Qatar’s bids to host the 2017 and 2019 World Athletics Championships.
However, those proceedings did not result in a conviction. France’s Court of Cassation definitively annulled the charges against him in February 2023 after ruling that French courts did not have jurisdiction to prosecute him in that matter.
That history is important because the latest investigation should not be treated as proof of a pattern of criminal conduct.
Each case involves different allegations, circumstances, and legal questions.
The Bigger Fight Over Football Power ¶
The latest case nevertheless places a spotlight on how commercial power is concentrated within modern European football.
Television rights represent a critical source of revenue for clubs and leagues, while executives who operate across clubs, broadcasters, governing bodies, and investment structures can occupy multiple positions around the same commercial table.
That is the issue French investigators must now examine in the Al-Khelaifi case.
The investigation will determine whether his overlapping roles merely created an appearance of conflict or whether his conduct crossed a legal line during the 2024 broadcasting negotiations.
For Al-Khelaifi, the immediate challenge is another legal inquiry involving one of the most valuable commercial assets in French football.
For PSG and French football, the case puts governance, transparency, and the concentration of influence under renewed scrutiny.
