It has been over a year since Fredrick Otieno's term as vice chancellor of Masinde Muliro University of Science and Technology expired in November 2018, and the institution is still without a permanent leader.
Prof. Otieno's term ended in November 2018, but the positions of vice chancellor and three deputy vice chancellors have been filled by acting officers since then.
On August 5, 2019, the university unions stormed the Public Service Commission and petitioned against conducting interviews for Prof. Otieno, citing his failure to secure clearance from the Ethics and Anti-Corruption Commission (EACC).
Prof. Otieno's case was forwarded to the Director of Public Prosecution early this year, but he has not been prosecuted in court.
Staff and students at the university are anxiously waiting for the appointment of new top managers after the conclusion of interviews on August 9, 2019.
However, the list of invited candidates omitted Shem Aywa, who appeared before the panel and was interviewed.
Prof. Otieno was asked by the panel to produce clearance from the EACC, which he did not have, and his interview was terminated.
