President Uhuru Kenyatta's regional integration agenda faces renewed challenges as tensions between the Democratic Republic of Congo (DRC) and Rwanda escalate, threatening his vision for expanded East Africa Community trade. The conflict, which has roots in 2019 diplomatic engagements between Kenyatta and DRC President Felix Tshisekedi, now risks derailing peace processes and economic cooperation.
The DRC government banned RwandAir from operating in its airspace on May 28, 2022, accusing Rwanda of backing M23 rebels in North Kivu. DRC Government Spokesperson Patrick Muyaya warned that Rwanda's actions could disrupt ongoing peace negotiations led by Kenyatta, who had previously brokered a ceasefire through the Nairobi Peace Process.
Recent violence has intensified concerns, including the discovery of 17 decapitated bodies along the Ituri River, which Red Cross representative David Beiza linked to Allied Democratic Forces (ADF) rebels. Meanwhile, Rwanda denied involvement in the DRC conflict and suspended flights to key cities, while Kenyan forces remain deployed in the region as part of the United Nations Stabilization Mission in the DRC (MONUSCO).
Kenyatta's 2019 meeting with Tshisekedi at State House in Nairobi highlighted his efforts to stabilize eastern DRC, but current hostilities between Rwanda and the DRC threaten to undermine these initiatives. The presence of over 200 Kenyan soldiers in the region since 2021 has coincided with growing Kenyan business interests, now at risk due to deteriorating relations.
The conflict involves nearly 120 armed groups, including the Islamic State's Central Africa Province (IS-CAP), exacerbating humanitarian crises. As DRC President Tshisekedi and Rwandan leader Paul Kagame navigate their strained relationship, the stability of Kenyatta's regional integration efforts remains uncertain.
