On August 29, 2019, concerns were raised by residents of Kisumu over the dominance of members of one ethnic group in the subcounty, county, and regional security.

A security lobby watchdog in the region, the Kisumu Security Team Watch, has called upon the National Police Service Commission, Inspector General of Kenya Police Service Hillary Mutyambai, and the head of the Directorate of Criminal Investigations George Kinoti to move with speed and transfer the officers who are not only laid back against operations of the police within the area but have contemptuous attitudes towards residents of the area.

The residents are accusing the Nyanza region DCI boss, Mr. Kipsoi, a Kalenjin, of either being inept or the office being too big for him, as he has failed to have two MPs, Elisha Odhiambo (Gem) and Charles Were (Kasipul), who have been adversely mentioned with two serious assault cases, arrested.

A senior police officer who did not want to be mentioned lamented that the Kisumu Central subcounty security committee has been turned into a Kalenjin affair, as mostly meetings are conducted in the Kalenjin dialect.
