On August 27, 2019, Hillary Innocent Seguya Taylor, a Ugandan citizen and Harvard University student, filed a lawsuit against President Yoweri Museveni, government spokesperson Ofwono Opondo, and police's Chief Political Commissar Asan Kasingye for blocking him on Twitter.

According to the lawsuit, Hillary was blocked on July 20, July 30, and August 8, which hindered his ability to stay informed about his country as a Ugandan citizen living in the diaspora.

Hillary explained that he depends on social media to keep in touch with the occurrences of his country and that being blocked on Twitter was affecting his ability to follow and view public information.

He argued that the decision to block him was illegal, improper, and irrational, and that he was never given prior notice before his account was blocked.

Through his lawyer, Hillary seeks an order for the three accused to unblock him and cater for general damages caused.

As evidence, Hillary brought to court 27 tweets by the president communicating the work done by the government to prove that the accounts were meant to keep citizens updated.
