Uhuru Appoints Stephen Masha as Acting Controller of Budget

On August 27, 2019, President Uhuru Kenyatta appointed Stephen Masha as the acting Controller of Budget, in a Gazette notice published on the same day.

Masha, a certified public accountant and member of the Institute of Certified Public Accountants of Kenya (ICPAK), takes over from Agnes Odhiambo, whose eight-year non-renewable term came to an end on August 26, 2019.

According to the Gazette notice, Masha's appointment is effective for a period of 90 days, until a substantive office holder is appointed to take up the position.

Mr Masha previously served as the deputy Controller of Budget.

Ms Odhiambo and Auditor-General Edward Ouko, who also left office on August 26, 2019, came into office in August 2011.

Their eight-year non-renewable terms were characterised by controversy, with Ouko facing criticism for his investigations into the Sh280 billion Eurobond saga in 2016.

Those eyeing the Controller of Budget and Auditor General jobs must have 10 years of experience in public finance management or auditing, and have cleared all their tax obligations.

They must also hold a degree in Finance, Accounting, or Economics.
