IEBC Audit Reveals Sh1 Billion Misappropriation During 2018 Presidential Election ¶
Published on August 27, 2019, an internal audit by the Independent Electoral and Boundaries Commission (IEBC) has revealed the misappropriation of over Sh1 billion during the 2018 presidential election.
According to the audit, the misappropriation occurred during last year's repeat presidential election, with the Commission's Chairman Wafula Chebukati stating that the preliminary report raises serious issues on possible gross breaches of the Public Finance Management (PFM) Act.
Mr. Chebukati cited June 19, 2018, when Mr. Chiloba allegedly wrote him a letter warning him to stop the audit process.
Mr. Chebukati justified suspending the CEO, Ezra Chiloba, to allow the completion of the audit, stating that Mr. Chiloba could interfere with it due to his administrative position.
Mr. Chebukati also stated that Mr. Chiloba proceeded on a threatening and blackmailing spree of the employees of the commission and even the commissioners themselves after his suspension.
