On August 26, 2019, President Uhuru Kenyatta addressed a gathering at the Kipevu Oil Terminal in Mombasa, where Kenya's first shipment of crude oil was being flagged off.

During his speech, Kenyatta emphasized that investigative agencies, including the Directorate of Criminal Investigations and the Office of the Director of Public Prosecutions, are independent and not controlled by him.

He warned corrupt officials and tax evaders that they should be prepared to face the consequences of their actions, stating, 'These guys have decided it's do or die. When they catch up with you, just know I don't give instructions to them. It is you who has been caught on the wrong. We will only read it on the newspapers that you have been nabbed. So wherever you are, keep your eyes open and be very careful with what you do.'

He further added, 'Right now, there is no making calls saying you are in trouble and pleading for help, carry own cross.'

The president's warning comes amid reports of an ongoing probe against Kenya Ports Authority (KPA) officials accused of inflating the cost of the New Kipevu Oil Terminal from the budgeted Ksh.12 billion to Ksh.40 billion through fraudulent procurement.
