On August 26, 2019, a court granted an order of stay, temporarily halting a gazette notice issued by CS Farida Karoney, which gave land administration officers powers to issue land leases or licenses.
The notice, which was set to take effect on June 14, 2019, had been challenged by an interested party, Paul Gathingu Gachie, in the Environmental and Lands Court at Milimani.
According to sources, Karoney plans to effect the gazette notice, which would deprive land registrars of their constitutional powers.
Registrars at Ardhi House expressed their dissatisfaction with Karoney's plan, stating that the law does not recognize land administration officers as they do not have operational laws or the Act of Parliament does not give them powers to sign documents of land leases or licenses.
