Oscar Sudi, a vocal ally of Deputy President William Ruto, has not spoken in the National Assembly since 2013, while Nakuru Town West MP Samuel Arama has remained silent at plenary sessions since 2017, according to a parliamentary performance scorecard released by Mzalendo Trust on July 8, 2020.
The report identified Sudi and Arama as among the lowest-performing legislators, with the organization stating their inaction undermined the National Assembly's role. The scorecard revealed that 21 MPs made no contributions during the 2019 parliamentary session, including 19 from the National Assembly and two from the Senate.
Among the silent MPs were 15 men and three women, including Sudi, Arama, and others from constituencies like Isiolo South, Makueni, and Mandera. The report noted that male legislators dominated the list of non-participants, while female MPs such as Rose Museo and Beatrice Kones also failed to contribute.
Notable exceptions included David Sankok, Wilberforce Ojiambo, and Millie Odhiambo, who were recognized as top performers. The scorecard emphasized the low legislative output during the 2019 session, with CS Magoha proposing school fee refunds or delaying the policy to 2021.
