On August 20, 2019, Members of Parliament raised concerns over the awarding of a tender to supply sanitary towels to school girls, resulting in a loss of Sh25 million.
The lawmakers questioned how six companies, including Konyipad Construction, which emerged number six and quoted Sh23 million, were awarded the tender despite not presenting the lowest bids.
Committee chairman Opiyo Wandayi directed that Education Principal Secretary Belio Kipsang provide all documents showing the directors of the company.
The MPs linked Dr Kipsang to Konyipad Construction, which they claimed shared the same address as Belion Construction, an Eldoret-based company associated with the PS.
Belion Construction had bagged a tender worth Sh23 million, and the MPs questioned how two companies could share the same address and box number.
The six companies that were awarded the tender despite not quoting the lowest price included Nexhom Africa, Imani Holdings, Paula Services, Rossaby Enterprises, and Hossib Investments.
According to the Auditor-General's report for the financial year 2016/2017, the move by the Ministry of Education to award the tender to the six companies was against the Public Procurement Asset and Disposal Act.
