On August 19, 2019, Kenya's Treasury Principal Secretary, Dr. Julius Muia, emphasized the need for a digital system to monitor Value Added Tax (VAT) and Stamp Duty to reduce revenue losses and check public debt.

According to Dr. Muia, the lack of a digital system is partly to blame for the Kenya Revenue Authority (KRA) missing its revenue targets, forcing the government to borrow and increase public debt.

Dr. Muia urged all eligible taxpayers to ensure they pay up taxes, stating, "If all revenue due to the government was effectively collected, the ballooning public debt could not have arisen."

During a meeting with Christian De Angelis, the US Deputy Economic Counselor in Kenya, Dr. Muia highlighted Treasury's commitment to safeguarding public resources and lauded the United States' support for development in Kenya.
