On August 17, 2019, ODM leader Raila Odinga reiterated his stance on the upcoming referendum, emphasizing that the Building Bridges Initiative (BBI) report will be the only legitimate document for the referendum question.

Speaking during the burial of former Gem MP Joe Donde's mother, Mama Eva, Raila urged Kenyans to reject the Thirdway Alliance Party's Punguza Mizigo (Kenya constitution Amendment) Bill 2019, citing its lack of consultative process.

He argued that the BBI team, which traversed the country seeking people's views, is the only taskforce that has done so, and its report will be made public for Kenyans to interrogate.

"It will inform the referendum question which will be drafted in form of a Bill and be taken to the members of the public through county assemblies for consideration," Raila added.

Several ODM legislators, including Siaya Senator James Orengo and MPs Opiyo Wandayi, Samuel Atandi, Otiende Amolo, Elisha Odhiambo, and Dr. Christine Ombaka, echoed sentiments against the Punguza Mizigo Bill.
