On August 15, 2019, the National Assembly nominated nine members to a mediation panel with the Senate to resolve the Division of Revenue Bill 2019 stalemate, following a directive by Chief Justice David Maraga.
The nominated members include Majority Leader Aden Duale, Minority Leader John Mbadi, Majority and Minority Whips Cecily Mbarire and Junet Mohamed, as well as Kimani Ichung’wa, who chairs the budget committee, and other lawmakers.
The mediation team's first meeting is set to take place on Tuesday next week, with the Senate yet to unveil its list of representatives to the panel.
The Division of Revenue Bill 2019 proposes that the National Treasury disburses to counties the 15% share guaranteed by the Constitution to forestall a total financial shutdown in the 47 devolved units.
