On August 15, 2019, the Supreme Court of Kenya ruled in favor of allowing the National Assembly and the Senate to form a mediation panel to resolve the stalemate over the Division of Revenue Bill 2019.
The court, led by Chief Justice David Maraga, directed the Speaker of the Senate to appoint nine members of the mediation committee after the National Assembly had already announced its picks.
Deputy Speaker Prof Kithure Kindiki indicated that the names of the Senate's nominees would be revealed later in the day.
The National Assembly had passed a revised Bill allocating 316.5 billion shillings to county governments, but Senators insisted that counties should be allocated 335 billion shillings as proposed by the Commission on Revenue Allocation.
The National Assembly's nominees include Majority Leader Aden Duale, Minority leader John Mbadi, majority and minority whips Cecily Mbarire and Junet Mohamed, Kimani Ichung'wa, Makali Mulu, Amos Kimunya, Mishi Mboko, and David Sankok.
The court directed that the first mediation team meeting be held on Tuesday next week and that the matter be mentioned on September 16 to confirm whether the two parties have reached a consensus.
