On Wednesday, President Uhuru Kenyatta called on the National Assembly and Senate to end the stalemate over the Division of Revenue Bill 2019, emphasizing the need for counties to receive their share of funds.
Speaking at the official opening of the Ugatuzi Plaza in Nakuru, the President reminded Members of Parliament that the Government does not have unlimited resources and that the National Government has been allocating more funds to counties than the constitutional threshold of 15%.
“The Constitution says we give a minimum of 15 per cent to counties. Within one year I took it to over 30 per cent,” said the President, calling for modesty and honesty in demands for more allocations.
President Kenyatta urged MPs to pass the Bill to allow the release of funds to counties, saying that any further delay would deny Kenyans the services they need.
He also called on elected leaders to change their attitudes and understanding of devolution, emphasizing that it is a system of governance that complements the national government to deliver services for the people.
The President spoke after officially opening the Ugatuzi Plaza, which houses the Nakuru County Assembly Chamber, and commended Nakuru MCAs for putting the interests of the people before theirs.
