On Wednesday, President Uhuru Kenyatta urged the National Assembly and Senate to resolve the impasse over the Division of Revenue Bill 2019, which would enable counties to receive their allocated funds.
Speaking at the official opening of the Ugatuzi Plaza in Nakuru, the President emphasized the need for Members of Parliament to act quickly to ensure that counties receive their share of the available funds, warning that further delays would deny Kenyans essential services.
President Kenyatta also reminded MPs that the Government does not have unlimited resources and that the allocations to counties should be made with the understanding that the National Government has been allocating more than the constitutional threshold of 15% to counties.
“The Constitution sets a minimum of 15% for county allocations. Within one year, I increased it to over 30%,” the President said, calling for modesty and honesty in demands for more allocations.
He urged leaders to change their attitudes and understanding of devolution, emphasizing that it is a system of governance that complements the national government to deliver services for the people.
“Devolution is working for Kenyans. What we need now is to focus on delivering for the people who put us in leadership,” the President said.
He also called on elected leaders to prioritize service delivery over politics, citing the importance of peace and unity for the country's progress.
