On August 13, 2019, FIFA made a surprise move by requesting the 54 member associations of the Confederation of African Football (CAF) to sign a one-page media rights mandate.

The mandate gives FIFA an irrevocable mandate to implement a central marketing plan to market and commercialize the media rights for the 2022-2026 World Cup.
