Turkana Census Supervisors Refuse to Sign Secrecy Oath Over Allowances

On August 11, 2019, over 600 content supervisors who attended a seven-day training at St John's Lodwar High School in Turkana, Kenya, refused to sign a secrecy oath.

The supervisors, who came from different sub-counties, cited poor transport reimbursement and allowances as the reason for their refusal.

According to Didmas Lokomwa, a content supervisor, the reimbursement of Sh1,000 for transport was inadequate, especially for those who came from far-flung areas like Kapedo or Kibish, near the border with Ethiopia.

"You can imagine reimbursement of sh1,000 to someone who comes from the far end of Kapedo or Kibish, that's a big joke," Lokomwa said.

Another supervisor, Ramsey Alesia, expressed similar concerns, stating that the accommodation provided was not as promised. "We have only been given sh1,500 lodging, sh500 for supper and sh200 for breakfast," Alesia said.

David Etemau, a content supervisor, said they refused to comply and sign the oath of secrecy as they felt their rights had been violated.

John Mburu, the Turkana County KNBS Coordinator, acknowledged the concerns and said the issue was being discussed.
