On August 13, 2019, the Senate summoned National Treasury Cabinet Secretary Ukur Yatani, Devolution Cabinet Secretary Eugene Wamalwa, Controller of Budget Agnes Odhiambo, and Council of Governors chairman Governor Wycliffe Oparanya to discuss the Division of Revenue Bill, 2019.
The officials were expected to appear before the Senate's Finance and Budget Committee, chaired by Mandera Senator Mohamed Mohamud, to resolve the cash crisis in the counties.
Deputy Speaker Kithure Kindiki directed the officers to appear before the committee on Tuesday without fail, stating that the meeting must provide necessary resolutions to protect public offices and unlock the stalemate, allowing counties to receive money before the end of the month.
Twenty-one counties planned to down their tools on Tuesday over delayed salaries, citing the Division of Revenue Bill stalemate as the reason.
The standoff between the Senate and Members of Parliament over the allocation of Sh335 billion to counties in the current financial year, as opposed to the Sh316 billion insisted upon by MPs, led to the summoning.
