Published on August 12, 2019, an audit report by Auditor General Edward Ouko has raised concerns over the ownership of land by the Agricultural Development Corporation (ADC).
The report reveals that ADC does not have title deeds to land worth Sh38 million, with some parcels having been encroached upon by squatters.
According to the report, land L.R No.20591/86 in Ndabibi and another parcel in Molo do not have ownership documents, including title deeds.
ADC has previously lost land meant for training farmers, research, and growing seedlings due to lack of ownership documents.
The report also raises queries over the ownership of 2,908.42 acres in Home Farm area, which was allegedly allocated to a private developer in 1994 under unexplained circumstances.
Furthermore, the report expresses doubts over the ownership of 319ha, where the Garissa irrigation project is located, with the land not being listed as one of ADC's assets.
Additionally, the report highlights a contract variation for the construction of a bull station in one of ADC's properties, which was varied by Sh86 million from the original sum of Sh492.5 million.
The variation was approved by the board but not subjected to any procurement procedures as per the Public Procurement and Assets Disposal Act.
