On Friday, three Nairobi residents, David Caleb Otieno, Rajab Walale, and Mulialia Okumu, filed a court case to prevent the Nairobi County government from enacting the Nairobi City County Finance Bill 2019.

The residents argue that the county government's legal notice on the provisional collection of taxes, fees, charges, levies, and penalties is a denial of the public's right to participate in public forums on the Finance Bill 2019.

The Finance Bill 2019 was supposed to be debated and voted on by the MCAs between July 30 and August 16, 2019. However, the county executive issued a legal notice on July 19, 2019, indicating that they would use the Nairobi County provisional collection of revenue act of 2013 to effect parts of the Finance Bill 2019 before the debate and vote.

The residents are seeking an order from the court to declare the legal notice as null and void. Nairobi City County government and Nairobi City County Assembly have been named as respondents.
