Published on August 10, 2019, National Assembly Majority Leader Aden Duale has made a surprising U-turn on referendum calls, just five months after dismissing ODM leader Raila Odinga's views on the matter.
Speaking in Garissa, Duale, who is also the Garissa Township MP, suggested a parliamentary system with a prime minister as head of government to promote inclusivity in running the country's affairs.
He asked the Building Bridges Initiative (BBI) taskforce to expedite the collection of public views in preparation for constitutional changes that will usher in a new era.
Some proposed changes include the creation of a premier's office, whose holder will be elected either from the party with the most number of MPs or by both Houses.
"We want Kenya where every child is treated equally, where one from pastoralists communities can be elected president. We fight every five years after General Election, that is what we want to end," Duale said.
"As pastoralists communities, we are supporting a parliamentary system. Coalitions or parties with the highest number of representatives or legislators from Houses will elect the prime minister. BBI should waste no time," he added.
