The Division of Revenue Bill has sparked a fresh round of confrontation between the Senate and the National Assembly, with the Senate passing its version of the bill on August 7, 2019.
According to the bill, the allocation to counties has been increased from Sh316 billion to Sh335 billion, with the Senate removing the Sh6.2 billion allocated to the Managed Equipment Services scheme.
The move is likely to delay the disbursement of funds to counties, as the two houses have sharply disagreed on the exact amount in the equitable revenue share to counties.
President Uhuru Kenyatta has thrown his weight behind the National Treasury and National Assembly's position, asking counties to be satisfied with the Sh316 billion allocated to them.
However, the Council of Governors has appealed to the President to intervene and sort out the stalemate on funding to counties, saying the hard stance taken by the Senate and National Assembly is hurting counties.
