On August 7, 2019, Cabinet Secretary for Public Service, Youth and Gender Affairs, Margaret Kobia, visited Raila Odinga's office at Capitol Hill, accompanied by top officials from her ministry. The visit marked the latest instance of a Cabinet Secretary seeking the ODM leader's counsel, despite not holding an official government position.
According to Raila Odinga's Twitter post, Kobia briefed him on the preparations for the upcoming International Youth Day. This visit follows a pattern of Cabinet Secretaries, including Peter Munya, James Macharia, Mwangi Kiunjuri, and Joe Mucheru, consulting Odinga in his private office.
It is believed that the Cabinet Secretaries have been given direct permission from President Uhuru Kenyatta to consult Odinga, given his wealth of experience in running government.
