On May 18, 2019, Raila Odinga, the AU High Representative on Infrastructure and ODM Leader, flew to the Democratic Republic of Congo (DRC) to hold talks with President Felix Tshisekedi. This visit came a day after Senator Moses Wetangula implicated the AU envoy and President Uhuru Kenyatta in a gold scam that involved the UAE royal family.

According to a post on Raila's official communication channels, the talks centered on the construction of the Kinshasa-Brazzaville bridge, which is part of the Tripoli-Cape Town Trans Africa Highway. The two leaders also discussed the Inga Dam, whose completion is crucial for Africa.
