On August 4, 2019, Auditor-General Edward Ouko revealed that the Kenya Medical Supplies Authority (Kemsa) had breached its staffing cap by more than 418 officers.
As a result, Kemsa spent Sh765.6 million on employees' salaries, a significant increase from its approved budget.
According to Ouko, the authority had 759 employees as of June 30, 2018, exceeding its approved staff establishment of 341.
Furthermore, Ouko's report highlighted that staff costs included Sh8.8 million paid to 26 seconded staff who had been working at Kemsa for more than six years, contrary to the authority's employment policy.
Additionally, 12 of these seconded staff members lacked special skills, violating the hiring rules.
Leader of Majority Aden Duale tabled Ouko's qualified audit report in Parliament, which raised concerns about Kemsa's staffing cap breach and its financial implications.
