Hamilton clocked a best lap in one minute 17.233 seconds, leaving him 0.165 seconds clear of Max Verstappen of Red Bull and 0.166 seconds ahead of Sebastian Vettel of Ferrari.
Despite his recovery from a sore throat that plagued him in Germany, Hamilton's team-mate Valtteri Bottas struggled, failing to clock a lap time due to an engine issue that required a change.
The session was marked by changeable conditions, with a shower midway through making it difficult for the drivers to adjust to a briefly wet circuit.
Several drivers, including Verstappen, experienced big spins, while Kevin Magnussen of Haas took fifth place ahead of Charles Leclerc of Ferrari and Nico Hulkenberg of Renault.
