Published on August 2, 2019, an Auditor General's report for the financial year 2017/2018 revealed that the Uwezo Fund was unable to account for close to 3.9 billion shillings meant for distribution to various groups across the country.
The fund, aimed at enabling women, youth, and persons with disabilities to access finances for promoting businesses and enterprises, has been criticized for its lack of transparency and accountability.
According to the report, there were no documents showing the groups or the amounts of money they received, nor debtors' ledgers detailing the loans issued by the fund since its inception or the repayments made.
Edward Ouko's report noted that Uwezo Fund gave over 7.5 million shillings to people whose details were not indicated in the imprest schedule, and there were no comprehensive loan listings and/or ageing analysis in support of outstanding loans.
