Published on August 2, 2019, the dispute between Elgeyo Marakwet Governor Alex Tolgos and the county assembly has escalated further. Governor Tolgos has declined to sign the 2019/20 Appropriation Bill for the second time in a month.
The governor's decision comes after the assembly resubmitted the Appropriation Bill without the amendments he had requested. In a letter to House Speaker Philemon Sabulei, Governor Tolgos accused the assembly of disregarding his earlier memorandum on articles that needed amendments.
According to the memorandum, Governor Tolgos had requested Sh70.2 million for personal emoluments for county executive staff and a provision of Sh40.7 million for a medical insurance scheme for county executive workers. He also expressed reservations over the assembly's failure to allocate Sh110 million for staff perks and insurance.
Speaker Sabulei acknowledged receipt of the letter, stating that he would respond through a letter to the county boss. He cited Section 24 of the County Government Act as a principal guide in dealing with Bills.
Meanwhile, Budget and Appropriations Committee chairman John Yator said the Executive had failed to explain the source of money to be allocated.
