On August 1, 2019, the Kenya National Examination Council (KNEC) clarified that it would not offer national exams to grade three pupils.
According to Dr. John Onsati, Chairman of KNEC, the council would instead undertake a national exercise to monitor the progress of learners and make instructional decisions going forward.
Dr. Onsati made the remarks at the Kenya Institute of Curriculum Development during a pre-conference on education reforms.
Dr. Joyce Kinyanjui, Managing Director of ZiziAfrique, also spoke at the forum, emphasizing that assessment for learning was not punitive to learners or teachers.
She noted that the Competence-Based Curriculum (CBC) emphasized learning over teaching and argued that commercial examinations were not a proper assessment of learners, as they were tested on concepts not taught.
