Director of Criminal Investigations (DCI) George Kinoti announced that three Cabinet Secretaries are under investigation for their roles in a 21 billion shilling dams scandal, following a 2012 contract review. The probe targets Treasury CS Henry Rotich, who was interrogated for three days, and extends to Devolution CS Eugene Wamalwa, Water CS Simon Chelgui, and Agriculture CS Mwangi Kiunjuri.
Kinoti revealed that all past and present principal secretaries from involved ministries since the projects' inception are also being scrutinized. The investigation aims to determine why contracts were awarded rapidly, with DCI emphasizing the case's complexity. Kerio Valley Development Authority Managing Director David Kimosop, who signed the Arror and Kimwarer dam contracts, is also expected to cooperate.
