International oil prices fluctuated sharply in 2018, peaking above $87 per barrel before declining, but stabilized in early 2019 despite OPEC production cuts and U.S. sanctions on Iran and Venezuela. Independent shale firms, however, face pressure to reduce drilling as investors demand higher returns, even as majors like ExxonMobil and Chevron expand operations in Texas and New Mexico.
U.S. sanctions on Iran and Venezuela remain a potential disruptor, with uncertainty over whether Washington will extend waivers for Iranian oil purchases. Saudi Arabia’s reduced presence at the conference contrasted with its ongoing role as OPEC’s leading producer, while the group’s secretary general, Mohammad Barkindo, attended alongside UAE representatives.
Shale’s rise has reshaped global supply dynamics, with U.S. crude exports reaching 3 million barrels daily. Executives from Royal Dutch Shell and ExxonMobil emphasized flexible investment strategies, citing the rapid deployment of shale wells compared to traditional projects. However, OPEC and U.S. industry groups oppose the NOPEC legislation, fearing it could destabilize markets.
"Without stabilizing mechanisms, oil markets would face greater volatility," said IHS Markit’s Daniel Yergin. The conference underscored growing tensions between shale producers and OPEC, despite ongoing efforts to foster dialogue.
