In 2019, Kapenguria MP Samuel Moroto accused the Public Accounts Committee (PAC) and Public Investment Committee (PIC) of becoming ineffective due to alleged collusion between government and opposition factions, demanding their dissolution.

Speaking publicly, Moroto defended Deputy President William Ruto from corruption allegations, stating that any evidence should be submitted to the Directorate of Investigations. He argued Ruto's lack of involvement in financial management roles made corruption claims implausible, predicting the vice president would clear his name ahead of the 2022 presidential elections.

The legislator described ongoing scrutiny of Ruto as a test of his resilience, asserting the vice president would emerge stronger from the challenges. His remarks highlighted tensions over parliamentary oversight mechanisms and their role in addressing corruption allegations.
