The statistics office attributed the increase in the headline rate to a jump in prices of food, soft drinks, alcoholic beverages, and transport costs.
On a month-on-month basis, consumer prices fell 0.36 percent in July from a 0.69 percent decline in June.
The central bank held its benchmark lending rate at 9.0 percent for the sixth time in a row, citing inflation expectations within the target range.
The government's preferred band for inflation is 2.5-7.5 percent to maintain price stability in the economy.
