Omidyar Network has established Flourish, a fintech-focused venture capital firm with a $300 million investment mandate over five years, emerging from its financial inclusion initiative. The new entity, backed by eBay founder Pierre Omidyar and his wife Pam, will prioritize technologies that enhance financial resilience for underserved populations.

Flourish’s leadership, including managing partners Tilman Ehrbeck, Arjuna Costa, and Emmalyn Shaw, emphasized the need to move beyond basic financial access to address systemic economic disparities. "We’ve seen over 1 billion people gain formal financial access in the last decade, yet many still lack stable economic outcomes," Ehrbeck stated. "Our goal is to build systems that create lasting financial security."

The firm’s portfolio includes over 40 fintech companies operating in the U.S. and emerging markets. Notable investments span digital banking platforms like Chime (valued at $1.5 billion in 2018), insurance innovators MicroEnsure, and tools like United Income that optimize asset management. Flourish also supports initiatives such as Steady, which connects gig workers with flexible employment opportunities, and Juntos, which uses AI to personalize financial services across 20 languages.

Flourish plans to collaborate with regulatory bodies and industry thought leaders to shape policies that foster inclusive economic growth. The firm maintains offices in Silicon Valley, Washington DC, and London, with regional operations in India through Omidyar Network India.
