The Directorate of Criminal Investigations (DCI) conducted a two-day interrogation of National Treasury Cabinet Secretary Henry Rotich concerning the Arror and Kimwarer dams scandal, which allegedly caused over Sh20 billion in public funds loss. Rotich’s lawyer, Katwa Kigen, attributed the extended questioning to the complexity of international contracts involved in the project.

Kigen stated that investigators required additional time to analyze the contractual frameworks, noting, "It took a while for investigators to understand how international contracts work." He confirmed Rotich provided all requested information during the process.

Despite this, sources indicated the DCI might pursue arrest proceedings against Rotich, suggesting his potential involvement in the alleged financial misconduct. The interrogation occurred on March 7, 2019, amid ongoing scrutiny of the dams’ management.
