DCI investigators have confirmed they will pursue prosecution against Treasury Cabinet Secretary Henry Rotich over allegations of legal violations in the Arror and Kimwarer dams project, according to sources involved in the inquiry.
Rotich underwent a second consecutive day of questioning by police on March 6, 2019, regarding the Sh21 billion allocated for the dam constructions. A senior investigator revealed the panel is now convinced the CS failed to uphold legal obligations in managing public funds, citing concerns about potential financial losses from contractor insolvencies.
The CS arrived at DCI headquarters on Kiambu Road at 9:00 AM, accompanied by his lawyer Katwa Kigen. Investigators focused on payment protocols to construction firms and insurance arrangements for the projects, emphasizing the CS's responsibility to account for all financial decisions.
Following Rotich's testimony, DCI plans to question senior Agriculture Ministry officials linked to the same scandal. Treasury Principal Secretary Kamau Thugge has already provided statements to investigators, while Rotich maintained last week that advance payments to contractors complied with legal frameworks.
