National Treasury Cabinet Secretary Henry Rotich departed the Directorate of Criminal Investigations (DCI) on Wednesday after undergoing a 10-hour interrogation regarding the controversial Elgeyo Marakwet dam projects. The session marked the second consecutive day of questioning by the George Kinoti-led investigative team.
Rotich faced scrutiny over his authorization of Sh20 billion in payments for the Arror and Kimwarer dams, with investigators focusing on international contracts tied to the project. His legal representative, Katwa Kigen, stated the CS provided full cooperation, noting, "We have completed supplying the information sought by the investigators and we trust the issues are clear."
The Kerio Valley Development Authority (KVDA), which partnered with Italian firms CMC di Ravenna and Itinera, is also under investigation for alleged kickbacks in securing the dam tenders. KVDA managing director David Kimosop and multiple board members have been questioned four times.
Rotich previously defended the payments in a newspaper advertisement, contradicting Deputy President William Ruto’s claim that only Sh7 billion had been disbursed. The CS asserted that Sh19.8 billion had been paid by year-end 2018, citing fees tied to pre-construction conditions. The DCI is pursuing a total of Sh21 billion in the case.
