MPs Argue Scrapping NGCDF Would Undermine Constituency Development, Warn Against Political Motives

The Parliamentary Fund Committee has accused governors of attempting to undermine MPs by proposing the abolition of the National Government Constituency Development Fund (NGCDF), arguing the move would weaken legislative influence.

Governors had advocated for the NGCDF's elimination during constitutional reforms, suggesting funds be redirected to county-level projects. Critics argue the NGCDF serves as a political tool, with MPs allegedly using it to reward allies through employment and development projects to secure electoral support.

Following a High Court ruling that invalidated parts of the CDF Act, MPs lobbied to maintain the NGCDF. However, Auditor General Edward Ouko's report highlighted significant financial mismanagement, citing billions in unverified expenditures.

Committee chairman Fred Kapondi defended the fund, stating it has driven infrastructure and education improvements. During a recent inspection in the Western region, he noted proper fund usage and project progress.

Navakholo legislator Emmanuel Wangwe warned that scrapping the fund would complicate MPs' interactions with constituents. He explained that constituents often seek assistance from MPs, not governors, due to insufficient local allocations.

Lurambi MP Bishop Titus Khamala cited delays in fund disbursement as a cause for additional expenses in project planning.
