ODM leader Raila Odinga challenged Deputy President William Ruto over conflicting reports regarding the alleged loss of funds in the Arror and Kimwarer dam projects during a devolution conference in Kirinyaga County. Raila questioned Ruto's authority to assert the stolen amount was only Sh7 billion, urging investigators to complete their probe. "Who are you to tell us? How did you know?" he asked, disputing claims that the total loss was reduced from Sh20 billion to Sh7 billion.

Ruto denied allegations of Sh21 billion in lost dam funds, stating the actual amount was Sh7 billion with full bank guarantees for all expenditures. "No money will be lost because we are a responsible Government," he asserted, emphasizing collaboration with state agencies to safeguard public resources. The exchange intensified tensions between the two leaders, whose rivalry has resurfaced amid ongoing investigations into the dams scandal.

Raila argued that political interference undermines anti-corruption efforts, stating, "Development will not happen unless we tame corruption." The dispute highlights deepening divisions within Kenyan politics as the probe into the Sh21 billion dam project continues.
